Specifically, I think it's meant to be a parody of the really awful dubs that America was churning out in the 80s and 90s. Besides the various times that the crappy "voice actors" struggled to pronounce various words, the "do it as cheaply as possible" conversation and the "hot dogs" in episode 3 (a number of dubs back then would refer to obviously Japanese food as something western audiences would be more familiar with), if you watch the series on Newgrounds, the load screens even have drawings of VHS tapes, complete with worn paper covers.
