Nope, that is a tax-funded building by the people and should have access INSIDE during the hours of operation. Don’t care about their made up preferences, until there’s a penal code or statute that makes it lawful, it’ll be just that, a preference. They’re breaking the law by already denying access to a place that is not their own personal property by creating conditions for entry. If they want to continue these practices, then all personnel involved with the department can pay the bill for the building, until then, unlock the people’s doors and keep them open until closing(assuming if the building has one)
