Explain to me how this is different from just using the scraper by hand? More controlled depth of scrapes I'm guessing?

The only real difference is that some people will claim that the soul of the plane burnishes the top a little bit. But in reality, it's just a glorified scraper holder. You're not going to burn your thumbs with this. And it feels better to use.
