It's not falsetto. It is simply the upper register of his voice as a countertenor. I've become a bit of a Zhou Shen reaction stalker, and have listened to more than a few vocal coaches talk about his voice on their reactions. They all say he just has a remarkably high head voice, and explain the physiological differences between a man singing falsetto and a head voice. He's like a male soprano.
