Personally while I agree with the sentiment of not taking bullying lying down. TP in the choir room is something that only takes a little time to clean up and costs only costs as much as the garbage bags to pack it up in (believe me, I know firsthand). There were so many options they could have gone with as payback before resorting to criminal acts of vandalism worth over $20k in damages (I NEVER forget my calculator). It is an ridiculously overblown escalation. Also, if anyone should be financially liable it's Mr. Schue, considering he was the one who egged them on to that extreme retaliation. It'd be like if someone put saran wrap on the toilet seat, you responded by destroying their houses plumbing.

Shelby shouldn't be defending her students for vandalism, breaking & entering, egging Rachel and using Jesse as a spy to take New Directions down from the inside just so she can be closer to Rachel. If anyone who should be punished it should be Jesse and his fellow students. I know what Puck and Finn did was wrong but they retaliated because Vocal Adrenaline did it to them first. I blame Sue for letting them in the school to begin with.

if puck and finn slashed all 4 tires on 26 land rovers and each tire was worth $200, that would equal $20,800 worth of damage. finn and puck then get jobs at sheets n things to earn money to pay back shelby. being an employee at sheets n things is probably a minimum wage job, which in 2010 was $7.25 per hour. puck and finn would not have been able to work a full shift because of school, so they would probably only be working 5 hour shifts after school, which would result in them each being paid $36 each per day for a total of $72 combined daily. not counting weekends, that would equal $360 per week. multiply that by 4 (since a month is usually 4 weeks) and that equals $1,440, not even close to the amount they need to reimburse shelby for. so when finn says “give us a month”, it means one thing finn can’t do math

in this scene of glee, Shelby was punishing Finn and Puck for retaliating because Jesse and his fellow classmates tee peed their choir room, breaking into McKinley's auditorium because Sue gave them access to the school, throwing eggs at Rachel and smashing one on her head. Not to mention Jesse getting to Rachel through Shelby cause she didn't have legal guardianship. She found Rachel and Jesse kissing and didn't mention anything to Will about her relationship with Rachel to begin with. Shelby should expelled Jesse and her students for the incidents that they caused not just Finn and Puck. A teacher should punish their students for committing crimes not just another teacher's students. I'm all for retaliating against people who bully them but there's no excuse for other students to get away from crimes that they commit.

I'm not exactly sure but if i had to guess i would say the 200 would be the cost of a single tyre and the 4 is how many tyres per car and the 26 is how many students are a part of vocal adrenaline.
