@Rachel Darmawangsa technically, Kurt was 16. His birthday is May 1993, Kurt hadn't turned 17 yet, which would make Blaine 15 since his birthday is April 1995. When Kurt and Blaine meet Kurt is a junior (11th grade) and Blaine's a sophomore (10th grade). This is seen also again with the younger members in Glee with Jacob Ben Israel says that their seniors in season three but they correct him by saying juniors. It's funny because Kurt is older than Finn (1994) by a year and three months (and yet they graduated together), and there is some 1994 birthdays character that had graduated with Blaine, if Blaine had gone back to Dalton in season four he would have graduated with Sebastian. When we see Sebastian in season three, he's a junior just like Blaine but except Sebastian was born 1994 not 1995 like Blaine.

Different states have different cut-off dates that affect when your kids graduate, especially when your birthday lands. My brother was 17 when he graduated high school, while my sister and I were 18. I was born in March, my sister was born in February, and brother was born in October. It's a very complicated mess.
