I don't think that they retconned Shenrons powers, I think they just decided that Shenrons can now make the choice to how many wishes he gives out depending on who he likes. That may be why he decides to only give one wish after knowing the targets were his regular customers.

1:39 Based on the powers we've seen from the elder Nameks, it seems that their magical powers increases with age, not through training. Dende made a new dragon without training, he used only his instincts, same as Kame before him. Their magic is a different kind of power, not the same as battle power which does require training.
