Spear is 'bêr', 'gwaywffon', or 'picell'. The name Rhonda comes from the Rhondda Valley, an area in South Wales itself named after the river it surrounds. Rhondda _may_ come from the Welsh words for 'recite', as in, the recital of the river, but no one's sure. It definitely doesn't come from spear, tho.
