He wasn't, unless if you are talking about something different from what i saw or heard, but if you are talking about when he asked a question to Mr President Zuma, " why are you doing this? Is it personal or power? But why are you doing this? Here Mr Tito Mboweni was asking a question to a former President of the ANC and the country. As a concerned citizen of the he has a right to ask a question to his former Leader and there's nothing wrong with that. So, even now, when he says, this is not a government of national unit, what is wrong with that? Because it's quite clear to everyone that what we see here is not a government of national unit and you don't have to be rocket scientist to see that. I think we as South Africans need stop this of trying to cause divisions even if there's nothing concrete which suggests that.
