Goat Zero is a cancelled mutator due to complication in code, especially in waste of space dealing with glitched zombie robots. It is always locked, but that doesn't mean it is always unequipped, it simply means the player cannot toggle it. In GoatZ, the Goat Zero mutator is automatically equipped. The main reason they didn't add an unlock method is because the player would be able to simply disable it meaning that they didnt have the ability to infect humans by baa(ing).
