While this guy isn’t on the same level as Kaido or Big Mom, he’s definitly close. The main reasons why he’s underestimated is because he appears at the beginning, and because Luffy was lucky enough to counter his abilities. I’m sure he could at least go one VS one with someone like Doflamingo.

Yeah he would be a problem if he was below the clouds. Though he would have the problem that people can use armament haki to hurt him but if his observation haki is great enough he could dodge those attacks.

He can move at lightning speed in his lightning form. His Haki allows him to attack his opponents beyond the horizon and at lightning speed if he wants to. He doesn't even have to get close to someone with Haki. Absolutely no one would be able to harm him. And without Luffy's immunity, EVERYONE would have taken damage, and such titans as Kaido or Big Mam would have fallen after 100 El Thor.

Siempre tuve la idea que Enel fue un punto de inflexión para oda en el sistema de peleas, siento que cuando termino el arco de Skypea se dio cuenta de que no podía crear un personaje más fuerte que enel y tirar siempre de el recurso de luffy puede hacerle counter por la goma y por eso de desarrollo el tema del haki porque sino como se supone que iban a derrotar a kizaru, a sakazuki...las paramecias no son problema pero la intangibilidad de las logias siento que si fue un bache para oda y ahi nace el concepto del haki
