Yes but instead of how it appeared with the villain passive a small version of it appears on top of the closest enemy you're spinning on to indicate that they're taking extra damage.

you need to have the skin to apply the border the border doesnt work on any skin only the god-king garen they designed it this way to make you buy the skin.

I believe (I didn't play league since 2018) Garen ult use to be worse than his ult nowadays because it wasn't dealing true damage all the time and much like Yone E the mark should appear when your ult can kill someone

it was an old mechanic on garen when the skin came out, wich isn't present anymore. Basically iirc , the last ennemy to have killed an ally became "The Vilain" and garen attacks did a % of true damage to them and his ult did True damage instead of magic damage.
