Shimo would likely have lost that beam struggle, simply because Godzilla's beam perfectly counters Shimo's. Her beam is very cold but not cold enough to freeze Kong's Beast Glove, which is, according to the novelisation, made from almost the same material as Mecha Godzilla. Godzilla's atomic breath is far hotter and can likely cut through the Beast Glove like butter especially knowing that he can cut through to the hollow earth in one weaker version of the breath. The problem with Godzilla's breath vs Shimo's is that Godzilla's breath is hot and concentrated into one point while Shimo's is cold is more distributed into a larger area.

@@TheVhangkhitha Not to mention that Shimo's Frostbite Blast doesn't push things that well, as it could only barely blast back the Backspine Axe when Kong used it to block the beam, and Kong could hold it off with his BEAST Glove. Meanwhile, the Atomic Breath has far more kinetic punch, as it could send Shimo flying through the air when it hit her from underneath and could push back the likes of Ghidorah and even Kong while he was blocking it with the axe that was actively absorbing the energy. The 2 beams might stalemate in terms of opposing heat vs. cold, but Godzilla's Atomic Breath has more overall pushing power to push it back with ease.
