As a Heartsteel lover: No. I mean, it's only really worth it when the champion at hand stacks damage SIGNIFICANTLY with max health, like TK or Dr. Mundo. The stacking speed has reduced and the damage of the proc as well, but I play it anyway just because I love the item, and I can build other good tank items afterwards to compensate

boots are the best source of movement speed and tenacity, so they are very valuable if you already have enough other stats. But to be fair he did make some bad itemization choices and he probably could have sold the boots for force of nature
