Only line limit is based on legal limits per person which is 3. They just didn't run their legal limit.

We weren't fishing our legal limit of rods due to being in a tournament where there was a 9 rod limit.

Good fishin' fellas! A bit of constructive criticism, use your rod holders. There is no reason to have rods on the floor in a boat your size.
