Yeah Canon Goku doesn´t get that high, in orther to be outerversal you have to trascend the mere platonic concepts of your verse, meaning being above time and space (dimensions) on a conceptual level, something that Dragon Ball has never touched on, the BoG feat would line in the Low Multiversal realm of power since it´s affecting multiple separate infinite/universal time spaces, don´t know where you got the thing about the time chamber being 4D since it´s always been stated as a pocket dimension the size of the earth, also yeah the Afterlife is higher than the living world, but that doesn´t mean it´s beyond dimensionality, the statement itself explains it, higher than the mortals can perceive which depending on how you interpret time can mean the afterlife is around 4 to 5D, also the Kai Realm isn´t in the afterlife but actually outside of the macrocosmos, orbiting the universe like a moon as drawn in the universe maps, the highest argument for the anime you can make is going off of Jiren´s statement about being stronger than time itself which again would put him at around 4 to 5D depending on how you interpret the statement, as for Speed he doesn´t reach irrelevant speed at all, he gets into inaccesible speed by breaking the speed formula as he was forcing himself into the future in stopped time and also shows to be able to move where time doesn´t exist, but that doen´t mean he´s beyond it in speed as he still takes amounts of time to move in the verse instead of just being anywhere whenever he wants, not to mention time still affects him as he does things like aging, Goku does win the stats battle by simply having more consistent showings of higher ends than Saitama, but not as high as you claim
