It's Jimmy Connor, thanks for the question! I'm not aware of any changes but many people have speculated the reason why CBs have been buying gold is because it cant be confiscated like T-Bills or T-Bonds.

Basel III was decided on in 2010 after the global financial crisis of 2007-2008. It was implemented from 2013 to 2015 all the way up to 2021... hence the demand for gold from central banks.

imho "Taxing the super rich" is about reviving the economy by stopping the ongoing transfer of peoples wealth and assets to the super rich. This will massively reduce the loan debts generated by the super rich. It will also return some of the wealth and assets back to the people, as asset prices start to reduce in real terms (as a result of taxing the super rich). It will control asset inflation. Therefore, sensible taxing of the super rich can eventually result in a continuous reduction of the national debt mountain. The big problem preventing this from happening is a disconnected society and their senseless greed.
