+Michelle Sudra the river folk are hobbits. Back when the hobbits lived by Greenwood (later Mirkwood) they divided into three strains, or species of hobbits: fallowhides, stoors and harfoots. When Mirkwood was corrupted, most of the hobbits fled to what is now the shire. The stoors stayed by the river and became the riverfolk.
