Really not that hard if you've got a modern PC, and the mods on his list for stability. I'd say the biggest improvement you'd find though would be loading the game on an SSD instead of a harddisk that way your PC doesn't need to search the harddrive when ever loading a new area/texture. If you have a graphics 660 or higher(if you want the better textures id aim for 960-1080range) 8-16GB of ram, a CPU with a high clock rate 3.6-4.8ghz, and 4 cores, or more if you have lots of background programs. If you've got all that, and the stability mods you should be able to get a solid 60 in about 90% of the game. I've got an I7 3.8Ghz 16GB of ram, a gtx 1060 6GB, and a 256GB SSD with Fallout NV, and my mods installed on it. With that I get a solid 60 almost everywhere except for the strip with the opened up mod.

@23:30 Med-X is supposed to be morphine, I believe. Apparently Australia had issue with them using the word morphine in Fallout 1 so it was changed to Med-X. At least that's what I recall reading somewhere.

Although "Bye Bye Love" is a decent quest with a warm ending (if you decline the reward in the end from Carlitos), it's one of the worst designed quests in the game because of how you have to go back and forth from Gomorrah and Vault 21 over and over, making this quest one of the most time consuming before DLCs.

Edward is very old and works for the Cabot family, so it's possible that he's known in the area and DC guards make an exception for him. Edward doesn't live there either, he's not a resident. Bobby says she wears a mask because they hate ghouls in Diamond City, but perhaps it's more because she has a dodgy reputation.
