Oyata degree eken passe post graduate diploma ekakata hari masters hari enna puluwan (for masters you may need a four year degree). Post graduate diplomas are relatively cheaper than masters. Your husband can apply for an open work permit from Sri Lanka or apply for a visitor visa first and accompany you to Canada. Once he is in Canada he can apply for a work permit from within Canada.
