I’m an Illinois resident. The Chicago area has tolls because we have a separate toll agency from regular IDOT. While roads that are maintained by IDOT receive taxpayer money. The Toll Authority which owns all the Illinois Tollways (except the Skyway) takes absolutely zero in tax dollars, those toll roads are paid for by users of the road through tolls and often times the toll roads are in better shape than the regular free roads maintained by IDOT
