They're all actually the original voice actors, they didn't change any of them. We're only missing one voice actor. If you remember both Toko/Genocide Jack and Junko had two simultaneous voice actors to make their voices: Amanda Céline Miller, who voiced Toko and half of Junko's personalities, and Erin Fitzgerald, who voiced Genocide Jack and the other half of Junko's personalities. So we're missing Erin in this game unfortunately, meaning that Amanda voices all of Junko's lines and both Toko and Genocide Jack, but the other characters have the exact same voice actors even if they sound a bit different.
