They pay a different company to produce it. Google itself actually makes the video, and that's because they don't need a production team. They simply need an editing team, due to Year in Search being a montage of collected clips, while Rewind is a choreographed, live action production.

There's a difference in owned by the same company and made by the same company. KZbin actually pays a different company to make their rewind.
