12:30 Currency exchange/Forex Scam is one of the biggest scams in the world. You can sue them in small claims court. There is a Small Claims Court in every European country where you can make legal claims on these types of fraudulent practices and don't need a lawyer/solicitor. You can also do it online. The police can't do anything here as it's a civil case and not a criminal case. Since you have a receipt, you can claim this. The commission is usually €5-6, but not €30.

Pratik, since you travel a lot, why don’t you try for American express card? They don’t charge you international exchange fees. You won’t have to go to these currency exchange centre. Just use card to pay. And i think other travel credit cards also do same thing.
