Lol it's true. Intimidating qualities(Jerome being able to be so terrifying) + endearing qualities(such as his great comedic timing and confidence) tend to be the recipe for a fun villain, but when fairly good attractiveness is one of the endearing qualities, you have the recipe for a villain crush.

It's not surprising that Barbara knows Jim's direct line, most of these stuff is public knowledge that you can find out, and she did date Jim while he was working at GCPD so she would have known his work number, and even if she didn't, she is working with Theo Galavan who probably would have been able to find Jim's number for her, so her calling is entirely plausible
