Hemlock was dead the moment the Zillo Beast escaped! If Palpatine knew his invincible armor had escaped, he would’ve been furious! Tarkin arrived on Tantiss with the first ISD because he was going to execute Hemlock and give the project to someone else. When Tarkin found out the database was gone, he was somewhat relieved!

What even more interesting is that it sounds like Tarkin wants to be included, and the fact that someone else other than him is in the know on something that Palpatine is secretive in makes him frustrated. Given how much of a say Tarkin has on running the Empire, it must burn him up knowing there’s a particular aspect of Palpatine’s plans he has no say or insight on. Funny how he threatens people like Hemlock who have just about as much attention as he does with the Emperor.

The entire empire was essentially a distraction. Palpatine never intended for it to be a stable or effective government. He just wanted a smokescreen to keep attention away from his personal agenda while also keeping the rest of the galaxy weak enough to not get in said agenda's way.

The death star was built as the ultimate super weapon to rule the galaxy with fear and ensure 'peace' remains in place with no one to oppose them. Project necromancer on the other hand, was a secret contingency plan to completely revive palpatine in the event of the empire being defeated. Even if the empire falls it can be rebuilt again and would secure palpatines role as the emperor. Both projects served great importance to palpatine, which is why they were prioritised amongst anything else. Likely also another reason why other projects such as thrawns TIE defenders was brushed aside and only a select few were kept in the know like hemlock. Not even tarkin knew about necromancer

Because if Hemlock screwed up, he was dead. Requesting more funds, even if the Emperor approved of it, drew attention from the rest of the bureaucracy. Given that he had a couple of loose ends he had not yet tied up, someone that may want his position (or Necromancer canned in favor of another project) could snitch to Palpatine, who would be less than pleased that Tantis could be compromised.

Palpatine already built his empire on this. He adjusted the balance of power within the empire in such a way that his presence was needed to balance them. Although the imperial forces were stronger after Endor, the reason they declined against the new republic was because the morfs and admirals entered into power struggles within themselves.

Because effectively tarkin didn't need to know. He was in control of the empire regarding military matters and put other admirals and officers in their place to maintain order. Overall palpatine only cared about himself and projects that will secure the future of his rule. Tarkin wanted to know so he could 'help' when in reality he would probably cease control of it like he did with project stardust. Hemlock happens to be the mastermind of necromancer so everyone else only had a vague or no idea to what he was up too.

Palpatine kept Tarkin in the know for most of the day-to-day running of the Empire (mostly related to conventional military matters + the Death Star). This stuff though was beyond Tarkin's paygrade, or even Vader's. Palpatine wanted the galaxy to think he was a cunning politician, nothing more.

Tarkin really does have some nerve trying to hijack every project the Empire has, I feel like he'll steal this one too somehow and Hemlock may very well be thrown under the bus once again, either that or Hemlock is killed by his own hubris (the very clones he brainwashed somehow break their conditioning, Scorch could also play a role in his demise as he's clearly been conditioned or at the very least had his chip intensified to prevent his defection and it's still going strong since unlike Crosshair he hasn't suffered head trauma in the specific area the chip is usually planted at. We never did get confirmation on when Crosshair's chip was removed but evidence shows it was after he got those burns to his head since prior to AFTER that he acted more toned down as he threatened Omega before and still tried to shoot them down not long after yet, although later on he opts to have the clone traitors (who are regs) that side with Howzer arrested instead of having them gunned down on the spot.

It does make sense the Emperor wouldn't tell Tarkin. The whole point of this project was to ensure his own survival. The Empire was filled with ambitious people who thought that once he was dead they'd have a shot at the throne. Hard to keep them loyal if they knew Palpatine was gonna be top dog FOREVER. And top of that list was Darth Vader, who happened to spend A LOT of time around Tarkin. The last person in the galaxy that the Emperor wanted to know about this project was Darth Vader himself.

Man, what a dud of a show. Great animation and all (first episode is amazing) but it just feels so... Boring. Would've been perfectly fine with just the Bad Batch. Should've spent more time leading up to Order 66 to build up the relationship between Crosshair and the Batch. Would have been nice to see more episodes with Empire Crosshair specifically. Him and Commander Mayday's time together, however short, was nice to see.
