There are all sorts of inspections a building has to pass before it's pronounced fit for human habitation. Without those, they would've kicked out any homeless found in it, never mind deliberately use it to house homeless. Look for a recent news story about homeless found furnishing and living in a cave near a river in Sacramento. Same thing - they kicked the homeless out and destroyed it as matter of safety.

The city should just take the buildings from the developers and give it to another who will finish the project. I wonder, though, who much tagging, vandalism, damage and stuff taken has been done inside the buildings. I have a feeling it's a lot. The buildings might not even be salvageable.

If you have housing sitting empty for years because nobody can afford the outrageous rent, I have no sympathy. Squatters rejoice, there are thousands of empty condos, houses used as AirBnB's, luxury apartments, all empty because they want 3k+ month.
