I believe that the current way for youtube to count views is total watchtime divided by video length, so basically, how often could the video have been seen from beginning to end, but I might be mistaken

Interesting. Do you remember where you got that information from, and / or how long ago you read or heard that? Naively, I was assuming it was just the number of people who had opened the video (actually clicked the link from the hub page or via a hyperlink elsewhere) and let the video run for some small amount of time (e.g., the video runs for at least 5-10 seconds).
