Because you're in the Tower of Yikk which has the only thing needed to reach Wisdurm and that place doesn't have the music nor do these themes fit that area.

This version is definitely better than Bowser's version. I think it just needed an instrument change.

Its not ‘bowsers version’ its just the outside bowser theme, Mario and Luigi can visit this location and hear the same theme bowser hears.
