Whoever is collecting money from ships passing through the Suez Canal should provide the protection. Otherwise, why collect money from the ships? If it's no longer safe for the ships to pass through the Suez Canal, then it's best for them to avoid it and take an alternative route.

To address the Red Sea challenge, all that has to occur, is countries coming together, agreeing to co-ordinate and contribute Navy vessels, to secure safe passage for merchant vessels...this is not rocket science.
