Usually doesn't accelerate putting Flood counters on your own lands (most are already islands), mostly just paints a huge target on your back for playing a stax piece. I'd only play it in a more stax-forward build that also runs things like Winter Moon, Harbinger of the Seas, and Back to Basics.

^ + if ever all lands are islands, then all flood counters go away, thus eliminating the crucial effect of reducing spell costs
