Yeah probably the best option, pene isn't bad it's just that atm no one plays supports and the unit people do play HEAVILY counter the pene, if it didn't have it's force deployment I would say it's 4 star tier

Short answer, xi yes, pene no, Long answer: xi is better meta wise and will probably live longer in the meta, Pene is great but not on xi level and the only reason you would pick it is for the design if you prefer it more

You scored well but I honestly don't think this is a good showcase in the sense that you completely ignored one of the weapons and the one that you should be fitting into your rotation whenever the opportunity allows. I think eventually the Penelope will be buffed but it remains to be seen whether or not it'll end up with an average win rate or not. It seems like it's a cut above the other 700 raids for what you can expect to do on average but at the same time feels like it'll have a lower damage ceiling because it uses ranged weapons that don't tend to be as overpowered as melee attacks for melee focused raids. Personally I think it should have at least had flap booster as another option to transition out of your flight mode. For those who have it I expect that it'll remain the most popular raid choice at cost. Though there are other good options like the FF or the Varguil you can bring out. At the very least they made the thing much easier to use in the average player's hands unlike what they did with the other giant (Nightingale). I do wish they would have bumped the cost to 750 though and made the suits even more powerful but at the same time I can't imagine they could even make a balanced roster for that cost which is probably why they stuck to 700.

If you're talking about the mega beam cannon on the arm, then yes I know it's there and there's a reason almost no one uses it and why I didn't use it, short explanation it's awful, long explanation: it takes almost 14 secs to charge which isn't the worst but the problem with it is that it has no pierce, no stun build up or damage, the best I've seen the damage is around 2k on genreals and 4k on supports, you could charge it sure but on artic base if the enemy sees you charging it then your pretty much asking to die its a meme weapon, it's best to charge in with funnel lock on or melee, Honestly think it should be buffed but only a small one, Pene being a Ranged suit is probably it's biggest flaw lol, the design of this suit is somewhat of a mess as well that i could start a long rant.If it didn't have force deployment there's no way this thing would be a 5* Imo pene was designed to counter hws and only hws. FF and varguil are still soild choices definitely agree on that, and yea nightingale was pretty much thrown under the bus lol, ever since it came out it was pretty much a THE O 2.0 fighting for its spot on the meta. I still think the biggest fumble of the devs is that there's no 750 cost, pretty much shows how incompetent the devs are and they know that basically %80 of 700 suits are unusable atm but still pretend there's no problems

It's somewhat oppressive.. but the problem is that Xi is more oppressive in every way almost completely shutting this thing down, imo this thing was designed to counter the HWS and that's pretty much it
