My husband has had his US Coast Guard captains license for quite some time. We originally got it to have our insurance cost less and to be as safe as possible. I have since gotten my US Coast Guard captains license as well. This has been accepted everywhere we've visited though some people believe that some of the RYA or Royal Yachting Association certifications are better because they have both written and practical components of their exams. However, you have to have a whole bunch of yours at sea to even apply for a US Coast Guard license so you get the practical component, you just are not necessarily evaluated based on it, only on your knowledge. Some countries require one of these certifications before they will give you a cruising permit. I don't know what is required for specific states in the US ... I don't believe anything is required on US international waters but I do think it helps with many insurances. Hope this helps.
