The movie industry added Fleck's version, not an actual "the Joker" Joker, he was a completely different character. The 3, some geeks interpreted as being the same character being represented (in mind and behavior) as 3 different characters based upon the comic book age... golden age, silver age, modern, etc. Reverse Flash was Thong and Zoom, completely different guys but ultimately the same character.

I’m guessing the military got hold of a Skrill and took some of its DNA and gave it to Osborne and he was able to manipulate it to get some strength or powers, but it would cause humans to go mad because their DNA wasn’t compatible and couldn’t take it and this would also explain the green color.
