I think it's missing the suspension rebar that connects the main rebars from the lower level slab with the beam. Their function is to transfer the load to the top of the beam, that way the load transmission works in the same way as a normal slab. We must remember the stress transmission from the beam to their supports is done similar a truss, where the diagonals are compressed, while the both horizontal and vertical paths are tensioned. Since the vertical paths are tensioned, we must implemente rebars/stirrups that transmit the tension from the slab to the top of the beam, so that tension could walk through the theorical "truss" path till the beam supports.
