Yeah you have to have given a tongue to Rosaria and have beaten her in either the crucifixion woods or Farron Keep invasions. She is summoned, does proper bow, and you get it.

While that sounds awesome, the truth is a lot nerdier, and less cooler. You see, ya got the formal bow in ds1 from dusk of oolacile. In ds3 the swamp area seems to be quite similar to Oolacile, the mushrooms, the place where you get dusk's clothing, and of course the place you find yellow finger... So maybe the formal bow is associated with Oolacile... Yeah...
