I'm in Arizona Zone 9B. I was given some Confederate rose cuttings that I rooted and planted in July. How long before the cuttings get leaves?

White flies have almost killed my confederate rose. Thousands on the bush. I used Neem oil but didn't seem to help. Took all leaves off and started again. suggestions appreciated
