They could bring him back but with a twist in his missions. His missions would focus on the survival of the homeless. One mission would have Claude break into city hall to find a map of the underground. Another mission would have you hijack trucks of supplies.

If a character can be removed and it doesn't change the story, the character should be cut, not always but most of the time it's a good choice.

I respectfully disagree, as that is the case with some of the characters in GTA 3 that made the final cut. Joey, Luigi, Salvatore, Toni, Maria, Donald Love, all have very little to do with the story and are just shoehorned in. (Spoilers: Claude literally kills Maria shortly after saving her at the end, proving the mission was not to save Maria, but to get his revenge). The reason R* removed Darkel is (as stated officially) because the missions just were not as good and were tonally odd. This makes a lot of sense to me, as it was their first venture into making a 3D GTA. As much fun as R* has with controversy, it is not improbable that if Darkel's missions would have caused controversy, they would want the missions to at least be able to stand up to all the others.

No. In the context of this plot, it goes without saying that some clients you help to get money or other help have nothing else to do with the main plot, as they naturally have their own interests. Because of this needed help and world building, they are just as important to support the plot as the story of Catalina

Actually, there was a mission on GTA 2 where you get a bus, pick up a bunch of people in the Russian district and drive the bus to a hot dog factory. The text dialogue is far more disturbing than just a scream and a splat.

It's cute that the last 3 missions were made by the community, but in the context of GTA 3's development, it wouldn't have made any sense to have a mission called 911. The joke wouldn't have existed, because 911 didn't happen when that part of GTA 3 was in development. Still, i think it was a bad move on R* to exclude these slightly edgier missions. You still have all the rampages. It literally doesn't change anything, except making SOME rampages mandatory for story progression. I really don't like it when developers censor stuff because of world events that are simply out of their control.
