It's likely a programming thing. Unlike something like Splinter Cell, GTA V doesn't seem to have a "universal" sound system. Instead, different things have their own sound. Shooting a gun naturally has a loud sound tied to it that other NPCs can hear. But firing a rocket, and its explosion don't or has a much smaller one. This is very likely something that during development was picked up on but not tested in every edge case.

Near the dam there are pipes that lead to a building near the highway that has 3 explosive containers and on those old versions when you blew them up they would have thats type of low poly and not textured besides a solid color versions of them inside it. I have an old photo I took of my screen (because there was no built in screenshoting methods then) of it but I can't put that in the comments but there probably is footage of it somewhere on yt or Google.

Did you know: There’s a location in West Vinewood. The Hotel across from the diner “The last train in los santos diner”, the glass there is glitched. So you can shoot at it, but it won’t hit the actual glass. Instead it’ll look like it’s floating in mid air. You can’t shoot through it. Only exception is a sniper rifle. I have yet to see if cops can kill you through it. By the way, this effect is at the door entrance

You can get a free z type from the mission eye in the sky. First grab the z type and go back to franklins garage and park it in, leave and wait for the door to close then wait 10 seconds, then grab it out, leave it in his driveway and then take the bike and mission fail, quit the mission and go to the impound lot and theres the free z type. (Doesn't work in mission replay so you're going to do it through a playthrough)
