I'm pretty sure you can't detain someone for not identifying themselves. You should've answered that he did a reckless move and his window tint is too dark. That would give you a legal reason why you conduct a traffic stop. After that, then you can go on with demanding him identifying himself since in a traffic stop, it's mandatory for the driver to identify.
