I used the sniper rifle tip but I used the heavy sniper with an advanced scope. The first time I didn't nail the guys in the car but I must have disabled the car as two red blips showed up on the map outside the studio. One blip was heading towards me, Rocco's henchmen was coming after me running right into my bullets. I then ran after Rocco on foot and caught up with him but it was well over the mission GOLD time limit. When I replayed the mission I nailed them both just like in this video :)

Today, I played this mission again in a long time. I skipped the cutscenes and I don't know what happened, but Rocco and his bend-over-cousin didn't drive away like they should! It's hard to tell by the replies since it's messed up. But it is confusing a lot of people. Packie doesn't die. I heard the random encounters spawn again. If you get him in the crew, he can probably die. But he never died in my game. He either dies in a heist or doesn't die. The encounter is optional anyways. U.L. Paper doesn't die either. He is in a firefight in a mission but once again, optional. I didn't kill him in that mission. The user killed them in his game though. It's your choice.

Love how Rockstar coded it for this "mission" so that every little thing you smack into while driving causes you to spin out, which takes precious seconds off of the timer. And how you have literally no choice but to drive that shitty SUV in pursuit against a sports car, meaning for almost the entire time, you can't catch up to the car.

1 thing I didn't like about this mission is R* did not make a little bit of cut-scene where you take Rocco down just like in GTA IV by shooting them up close (Playboy X, Vlad, etc...). It feels satisfying that way than just shooting him inside a vehicle.
