When you think about it, GTA IV is based in New York where you had access terrorism. This obviously formed noose. The agency probably had a new standard for tactical response units and rebuilt SWAT and turned it as a whole division where officers from local agencies can volunteer to be part of these units which is why you see LCPD officers in noose squads and noose tactical response units and sheriff SUVs on GTA V.
