17:55 In the time when this mod was released, skinhead gangs were a really big problem in Russia. Football hooligans and giving a "roman salute" were together like bread and butter. But then, somewhere near 2014, government started to pressure those groups REALLY hard. Like, Japan destroying Yakuza in 2020 levels of hard. In less than a year, those groups were eliminated all across the country. I HIGHLY doubt that mod devs supported those kind of people. But those people existed, and it was a big layer of criminal world history in the country, so it fits.

Holy hell, that's a blast from the past. I actually participated in the development of this mod 15 or so years ago by writing some missions. Most of them were on an old Russian GTA train enthusiast forum (yes, you read that correctly) that's long gone, though that's for the best - I was 12 years old and even thinking about what I wrote back then makes me cringe. Thankfully I don't think development got so far as to implement a plot, all we had is this map, based on the specific region of Russia that the lead developer was from. The dev team even had an MTA server set on this map that we played around on - to this day the first and only video on my YT channel is a recording of a "race" we did on that server. MTA chat didn't support Cyrillic characters back then, so we had to learn mad transliteration skillz to communicate.

what can you tell now later about the way it was made figuratively (gameplay/plot wise) and it's problems working?

I heard the creator did a vice city mod before, smth called cop mayhem, wich adds an entire New Island and adds russian police too, i used to play it from a bootleg CD my dad bought me when i was still a kid
