Keep in mind though, these ENB's are not stable. Triple A developers like Hangar 13 could probably make a ENB, that looks a lot better, but they would have to spend lot more money & time. And also, not everyone has a PC to run these good graphics. I guess it's a good thing we have a modding community :)

guys here's a little guide to get it working and looking like in the video, I did this and played through GTA IV over the last 3 days and it was a blast: Step 0. Download the ENB and the road textures on the page he linked in the description Step 1. Download GTA IV Step 2. Download GTA IV patch 1.0.4.0 to downgrade so this mod can work Step 3. Paste the contents of the ENB into the GTA IV folder where GTA4.exe is located and very importantly also paste in xliveless (it should be with the ENB, it removes the need for GFWL) Step 4. Install the road textures too Step 5. Download some custom cars because they often have better textures so that's why the car in his video looks so realistic combined with the ENB Step 6. Have fun! Please thumbs up so other people can see!

mobby30 you obviously dont know anything. you could run this maxed out at 4k with 1 i5, 4gb ram, and a gtx660 no problem. thats about $500. less than your PS3 when it first came out and about 10x as powerful. pay attention to what the Op said "My PC: i5 2500k, 4gb, GTX 660 Average framerate is usually 30-40" thats not even the newest i5... that one is 3-4 yrs old.

Thing is mod developers have a limit of realism they can recreate. GTA V vanilla ULTRA is already excruciatingly close to this limit, so close that mod developers can do little to improve on it.

Yes but only at medium settings 720p 25-30fps, try to upgrade your gpu and you'll get ultra 4k 420+ fps

Thank you so much man!! I remember trying this mod first back at 2016 when i finished GTA IV. Now i wanted to play back and this time I'm doing the campaign all over again but with awesome graphics. Locked the framerate to 30fps with MSI Afterburner and could'nt ask for more. Thanks 😎😁

Not wanting to be some kind of PC masterrace guy or anyhting BUT... -Games are built and coded for consoles BEFORE the PC version of the game is being created. -Second point to name now we're talking consoles: Consoles aren't all that strong. The games are just being well optimized for the limits of the console: the consoles hardware isn't all that well-performing at all. -Imagine a game studio having made a storyline, graphics and completed creating the game for PS3 and xbox360 or nowadays PS4 and xbox one. I guess most of their budget is gone and they still have to make the pc version! It has to be coded and the graphics have to be finished all correctly in harmony with the game's coding ( loading many textures at a certain point? Textures may not be all too good-looking because it would give terrible lag! ) BUT, when the studio decides to quicly release the darn game they have been working on for like 3 years and already finished for the console market, they might just not optimize the game's coding for the game and therefore making it very, VERY hard for PC's to play the game. Therefore, one might need 1.5 times the specs of the PS3's GPU in order to play the PC version, even resulting in console owners saying their ps3 is better or stronger. That is nonsense. A modern day GTX770 may even have lagspikes in certain points of the map of GTA IV, which was released for PC in I guess it was 2008. I hope I made clear by now that when all resources are used and time's ticking before the release date ( and heck, it takes them lots of time to optimize the games for the low-spec consoles! ), that they don't really seem to bother further improving the graphics.

Because, speaking short, the game devs see the specifications of the current gen consoles as the absolute max of achieving and are therefore limiting the graphics to that.
