It's complicated, I have two laptops - one of them with GTX 1650 runs a lot than my PC with RTX 3050 Ti where that one runs for little while and overtime the textures randomly disappears and choppy framerate. I have not tried Vulkan since it works better on the other PC - sometimes it depends on what GPU, game version and RAM you have. I use the Steam version downgraded to 1.0.7.0
