GTA Logic - Can walk up and take a picture of some heavy detail blueprints, in front of the boss. Boss doesn't ask why you took picture of some blueprints, where they store the money, or why you been walking around and taking pictures of everything. Still allows you to live in the place you just robbed.

I think Baker suspects of you robbing tbe casino but she doesnt care since: A) you still are doing missions for her af casino work B) you still give profit to casino via gambling, purchases and penthous bills C) she is not found of Duggans and has good connections to tbe Chengs, suspecting of revenge. Nevertheless, she doesnt manage security, so Duggan cant blame her. D) due casino story missions, both of you have testimony against each other to lock for felony each one for 100 years E) last but not least, since she knows what player is capable of, beter not mess with such person.

There are so many ideas: Ricers/JDM DLC, Expanding Benny's Vehicles, Private Militia DLC, Mafia Syndicate Wars, Boat DLC where the Yacht will be a HUB for other businesses and start offshore selling missions, "Virtual World" DLC where your player can enter a virtual facility where they get transported into a simulated version of San Andreas except it is infested with zombies or aliens and your player will essentially need to rank up in this world to get better weapons, clothes, vehicles, etc or use micro micro currency to buy these upgrades.
