I also think it's possible to find the rollerskater peds spawn on the ferris wheel / chunder wheel since no walking animation is needed, but its very difficult to see it.

Actually its because there's an issue with the 'skater' peds behaviour stat that they are tied to. Changing this allows them to spawn in the game normally with their animation and quotes etc.

lemme guess, that spawned with a tool of sorts or through a mod? but then again, there is only one such tool i know that allows you to mess around with the game, both this and LCS.

I'm glad it looks like the real thing. I actually just took an empty screenshot in VCS and took a screenshot of his ped model from a video, used GIMP to crop him out of the screenshot and put it over the vcs background image. Could be possible to see him in PC mods of VCS and such, but i know its impossible to make him spawn in VCS on ps2 or psp (so people say), can't recompile the data files back into the game, otherwise i would change his walk animation to a normal one and see if he would spawn as he's in the pedgrp...
