Every generation of the Pokemon games takes place in a different location around the world, from Hawaii to New York to Paris to England, etc. Why would they put effort into designing the world around other cultures, but then not consider other cultures or languages when designing new Pokemon? Even in generation 1, the Japanese name for Ghastly is "Ghos", which comes from the *English* words "ghost" and "gas"; so they've always considered other languages in their designs.
