[GUIDE] SAINTS ROW 3(The Third) Fixing the car audio bug (AMD and Nvidia)

DISCLAIMER: I've only tested this on the ORIGINAL Saints Row 3 (not the remaster), but I believe this fix should also work for Saints Row 4 and Gat out of Hell, as well as the remaster of SR3.
I just bought Saints Row 3 (the original) yesterday and had a blast playing it until I noticed that the car engines were silent, which totally ruined my immersion. Browsing for potential fixes, I've seen plenty of people offer numerous solutions: try running the game in Big Picture mode, try having VLC Media Player or a KZbin video open in the background etc. None of the potential fixes that I tried worked for me, but there was one that stood out; limiting the FPS.
Now, the problem was, most of these types of solutions were aimed at Nvidia users, and had them enabling fast Vsync in their Nvidia Control Panel. Since I am an AMD user, I tried looking for an AMD equivalent, but found none. The AMD Enhanced Sync and trying to force enable Vsync through Radeon Software did nothing. I thought I was out of luck, until I remembered that MSI Afterburner and RivaTuner offer a "3rd party" FPS lock which isn't dependent on Vsync that also helps with frame times.
I booted up MSI Afterburner then opened RivaTuner, added Saints Row 3's DX11 exe to it (add DX9 if you use that, or if the same fix is applicable to Saints Row 4 and Gat out of Hell, add those exes instead), then with the exe selected, I set the "Framerate limit" on the right side menu to 60, booted up the game, and IT FINALLY WORKED. The car engine sounds and the horn were finally in sync with my key presses.
Steps to get this working (TLDR):
1. Download and install MSI Afterburner, and when prompted during the installation, also install RivaTuner.
2. Open up MSI Afterburner (RivaTuner should open automatically along with it), then go to RivaTuner and click on the green "Add" button.
3. Navigate to your Saints Row 3 folder (or your Saints Row 4 or Gat out of Hell folder, if you're trying to use this fix for those games), then select whichever exe you're using to run the game (DX11/DX9).
4. Once the exe is added to the RivaTuner list on the left hand side, select it, then navigate to the "Framerate limit" option on the right hand side menu.
5. Enter your desired frame limit, can be anything - I've set mine to 60 since that is my screen's refresh rate.
6. Press the Enter key and you should be done!
7. Note: MSI Afterburner and RivaTuner need to be running in the background while you play in order for this fix to work! (Use the - button to minimize them, if you press the x button their processes will close)
