Does everyone get this discount because I've just created a lego account and the discount has been applied to some sets. Do you need to buy some sort of membership for this discount to be applied at checkout?

LEGO Insiders account (completely free) and I think that is basically the LEGO.com account. The Insiders weekend is finished now though, so next timed deals available on Friday for Black Friday.
